Felipe Montoro Jens; Implementing PPP Model in the Education Sector in Rio de Janeiro

The city of Rio de Janeiro is aiming at establishing twenty thousand new spaces in daycare centers and forty thousand in pre-schools by 2020. The city is currently under the management of Mayor Marcelo Crivella. For this to take place, the city is seeking the assistance of a Public-Private Partnership (PPP) that will carry out non-academic services of educational equipment, construction, and maintenance. Felipe Montoro Jens stated that the PPP is currently in the possibility studies phase.

According to Felipe Montoro Jens, this partnership is similar to the primary 2012 PPP schools in Brazil. Marcelo Crivella had intended to implement this PPP in the education sector even when he was a candidate.

Through the PPP, the private partner will be responsible for the administrative maintenance and construction of the new Infant Education Units and the City Hall will take care of the academic part and the school lunch according to the Belo Horizonte model. This is because the Ministry of Education demands transfer of funds from the school lunch.

Felipe Montoro Jens says that the International Finance Corporation (IFC) is responsible for offering consulting services for the project modeling. IFC is considered the largest private sector development establishment in the developing world. IFC states that they apply their global experience, expertise, innovative thinking, and financial resources to help their partners overcome operational and financial challenges.

The PPP model is a good way for the government to fill the resources that are scarce in the public services. Felipe Montoro Jens states that the contracting model is grounded on an administrative concession contract between the public administrative bodies and private companies responsible for construction, operation, and development of public services.

Felipe Montoro Jens specializes in Infrastructure Projects. He also has investment and finance expertise. He attended Getulio Vargas Foundation and got an undergraduate degree. He later went to the Thunderbird School of Global Management where he received a graduate degree.
